ecore: Add main loop thread safety

Thread safety is disabled by default.
Enable it with --enable-thread-safety
Should cover timers, events, animators, idlers and fd handlers.
Tested with Enlightenment and elementary_test.

I have recompiled all the efl and e17, and e17 seems to work fine with these changes.
