rephorm 80478f40d8 Allow setting bg of desktops from within virtual desktop dialog. 
For now, left click on the small desktop.
We'll probably add a menu on click, with the ability to set the desktop name or set bg.

- "Borderless" is removed (can set that in the "Borders" dialog.

Stafford Mitchell Horne da30a735e6 Do charset translations to Upper case form. 
On, BSD and some applications in Linux the codeset needs to be in the form
listed in 'charsets' manpage.  I.e. utf8 is not good must be UTF-8.  Since
there seems to way to way to get those lists I just added a list in the
code.  It includes all the charsets I can find which are listed in my locale -a.

Let me know if anyone knows how to do this programatically on both Linux and
BSD.

David Walter Seikel 1fe93eb23f Finish and turn on the new e_app_border_find code. You can now 
optionally turn on old, new, or both for testing purposes using #if's at
the top of the source, but only the new version is turned on by default.
The question is, is an average 0.00007 seconds border find time worth
the memory hit versus an average 0.003 seconds?  Keeping in mind that if
you have the pager module running, it adds two border finds, and taskbar
adds thirty for some strange reason.  As a bonus e_app_exe_find is also
much quicker.

Still #if'ed out for now.  Try it if you want.  Note, #if'ing it in will
run it AS WELL as the old code and print the times taken, so that
comparisons can be made.  The new code is the first time reported.
