no point - all we are doing is having a final fallback of any tag that
starts with ! that isnt a special one like !DOCTYPE, !-- comment and
![CDATA stuff... analysers dont like these pointless calls.

The tag identifier should not be inside of the string "~".
Previous logic doesn't care that scenario,
the parser context can be corrupted and it will be no more useful.

* strings.h: is very useful, very old and very standard. The only place
that checks for that is simple_xml_parser and I have no idea why
