Summary:
Change requested by TAsn. Previuosly AT-SPI headers were kept private
and included directly into elementary source code. From now on,
AT-SPI headers can be included from Elementary.h public header, however
will be marked as beta APIs.
Commit includes following changes:
* include all atspi headers into new elm_interfaces.h header.
* marking all at-spi interfaces methods/properties as @protected.
* wrap all common headers with EFL_BETA_API_SUPPORT.
* make some common APIs visible in lib, by adding EAPI attribute
(if someone decides to use beta APIs).

As all efl public free apis get null as valid parameter, we do not need
to check null. I also removed some null check for other free apis which
were right next to timer/animator/job del. After this job code got
cleaner.
There are elm_widget_theme/theme_set/theme_get functions.
In Eolian these functions will be described as "theme" method and
"theme" property. There is clash here.
So add suffix "_apply" to Eo API for "elm_widget_theme".
Summary: Add one more argument, 'Eina_Bool sub_object' to elm_widget_resize_object_set. If the argument, 'sub_object' is set as EINA_TRUE, the new resize object is added to the sub object and the previous resize object is deleted from the sub object.

I splited ELM_SAFE_FREE refactoring patches. One commit per each file as recommended.

Smart data is already initialized so we do not need to re-initialize them if the value equals to 0, NULL, or EINA_FALSE.
Sometimes re-initializing smart data explicitly is needed for readability. So there are left overs.

els_icon smart object was brought to be the base of the image widget,
in the form of an image class.
An elm icon is now a elm image, with a little more on top of it.
An elm photo is a now base widget aggregating an icon.
Toolbar's internal usage of the former els_icon is now changed to
icons, instead.
Some naviframe instantiations were set to enable events during
transitions, because this code is buggy and my chages exposed the
problem. It will be fixed as soon as I get to port Naviframe.

Dear all.
elm_photo doesn't have resizing functions which are not follow
original photo file ratio (vertical/horizontal).
so i copied aspect_ration_reatined functions from elm_image.
also it fixes photo menu bug in elementary_test.
currently photo window has a bug which cannot display non-square
images correctly.

Dear all.
Currently, dragging is only supported in elm_photo.
Normally it works well but in overlapped region, elm_photo makes
multiple drag events.
However multiple objs dragging isn't supported by elm_cnp_helper(also
in xdnd specs)
It better to block multiple dragging events.
Also I fixed dragdonecb's data argument position.

Dear all.
As discomfitor suggested, I cleanup some codes.
elm_cnp_selection_set : add buffer length argument and check for image type.
(i think it's urgent issue before elm_cnp_selection_set api is widely used.)
enum defines : add 'type' prefix.
