Jean-Philippe Andre a4c3929894 layout: Implement cursor part APIs with efl_part 
This makes layout parts implement Efl.Ui.Cursor.
This also adds the missing bool returns from that interface.

This removes 7 APIs from Elm.Layout.

This creates an interface and makes Elm.Widget implement it.
