EFL 1.27.0/englightment 0.26.0/Xscreensaver

Although this also happened with prior versions

Sometimes upon resume/unlock the brightness is halved.

Right click - restart enlightment does correct it.

have you tried disabling ddc in backlight settings? i assume this is a "desktop monitor" and e is fading backlight in and out via ddc commands. sometimes monitors seem to just not respond (sometimes - some models) and require a whole re-probe cycle whch will happen when you restart e. so try disable ddc and see if it goes away. then it's ddc.

if it is - you need to basically debug it. ie - find the ddc code in both e_backlight.c and in e_system_ddc.c and well.. find out what precvisely goes wrong for you and how to work around it.
