This implements scrolling the scroller when the scroller is not in the
maximum position of the requested relation, but there is no more focus
object in that relation.
Summing up, the scroller is scrolled manually, when the focus object is
not fitting in the viewport, and the object is beeing out of the
viewport in the requested direction. Or the scroller is not at its max
position in the requested direction, and there is no more focusable
object in this requested direction.

This ensures that the adapter part is part of the viewport elements and
border elements. This is done in order to support cases where a
elm_scroller content is not focusable. Before the element was not
correctly in viewport, and so not correctly registered.

This prevents legacy EO classes from being exposed through .eo.h headers
or .eo in share/eolian/includes. Also removes a slew of useless xxx_eo.h
intermediate headers.
Notes:
- elm_systray has no proper API: it's not clear if the EO API should be
released (in which case it needs to be renamed to efl_something) and
there is no legacy API to create a systray object.
- Some files have been placed in a "FIXME" section, as I believe they
are necessary within EO land, but at the same time still don't
conform to the interfaces (eg. name starts with elm_).
- elm_interface_scrollable is required by photocam. This means photocam
needs to be adapted to fit the EO scroller API (still to be
completed, I believe).
Bugs:
- This breaks most C++ examples. I KNOW. And I'm working on it.

the buttons should scroll up and down by 1 px, but nothing move here
That test was still broken in other ways, for example:
play a bit with the "to X Y" buttons and see if it always do the correct thing
Summary:
There is a issue about passing the focus to unfocusable scroller.
To prevent the issue, check the status of focusable object and child object
before passing the focus.
Test Plan:
{F38439}
I changed the test file.
The problem occured as below.
1. click button
2. show popup
3. click cancel button in popup
4. lost the focus
