Summary:
Since we're now going to be shipping some eo classes as stable,
there is no point in keeping the eo api behind a macro, and it
should be enabled by default. Another case is beta classes, but
those are behind the EFL_BETA_API_SUPPORT guard.
This also changes includes around the place where things are
clearly broken (such as an included header needing something
from another header but that other header being guarded, notably
efl_ui_widget.h needing focus manager but focus manager being
behind beta in Elementary.h)

Summary:
this patch refactories a momentum scroll animator logics.
1. animation duration
animating runs within a one second now.
and if it needs more time to animate, it decrease intepolation progress by dividing some value.
current logic makes sense however, it is not easy to read to know how it works.
this patch modify current logic to calculate distance to move, and time to animate.
2. distance to move
we can apply simple physics something like mass of pan and friction of scroller itself.
but this patch apply just geometric seqeunce to calculate distance to go.
it's more easy to customize behavior of scroller than current sine graph based one.
3. accelerate logic
scroller sets 'extra_time' to accelerate a scroller for now.
but this patch modify logic not to use it.
however it uses current momenutum velocity as a bais of next momentum animating.

If you want to have EFL application behave in a more efficient way. Like dropping
memory usage or stopping unecessary network operation, this option should be on
and the application should listen on PAUSE/RESUME event on the main loop.
We use disabled across our APIs so better fix this new one to unify it before
we release. This was introduced in commit 0116e07288

Summary:
The default scrollable flag of popup can be different in each profiles.
So I added the scrollable configuration of popup.

Test Plan:
1. Before
1) elementary_test -to popup
2) resize window to smaller
3) Click 15th item, "popup-center-title + genlist content + 1 button"
4) Then popup will show, but its list is very long, only small part of popup could be shown.
2. After Patch
1) change "popup_scroller" value to 1 in base.src, then run elementary_test -to popup or ELM_POPUP_SCROLLABLE=1 elemantary_test -to popup
2) resize window to smaller
3) Click 15th item, "popup-center-title + genlist content + 1 button"
4) Then popup will show, popup's genlist will be in scroller, so entire popup can be shown.
