Fix https://git.enlightenment.org/old/legacy-imlib2/issues

I used the files from https://forums.getpaint.net/topic/27982-portable-anymap-filetype-plugin-pam-pbm-pgm-ppm/ to test that all new and old formats work (couldn't test XV332, as I didn't find anything in the wild and ImageMagick doesn't seem to support it anymore) via imlib2_view.

Refactoring around header parsing is a bit large, sorry =)

XV332 format files are generated by the old xv image viewer for thumbnails when using the "Visual schnauzer".
