- Add simple e16.man.

E16 documentation in edox format (e16-docs package) is now considered obsolete.

Kim Woelders 372f3811f5 Attempt to fix various pager issues. 
- Raise windows before dragging.
- Sometimes clicking in the pager causes incorrect area switch.
- Sometimes pager "hiwin" gets stuck to pointer.
