removed tar path lenght kludge, requires updated dpkg

(there at least until the mirror pushes catch up)
added Ganymede again, and I hope cK puts a descriptin in debian/control

now builddocs runs every time in case we've updated the text in builddocs.
I think perhaps a better idea is to have builddocs build the first copy from
the stuff in e/dox/E-docs/MAIN
but I'll work on that later
